gtk_window_set_default_icon_name is a symbol only present in GTK+ >=3D
2.6, which reportbug says your system does have. Are you sure you do not
have another copy of the library installed on /usr/local (a lower
version, most likely)? Would you paste the output of
'ldd /usr/bin/gnome-panel'?
