Thanks for your bug report. This very question was discussed already and if you run

   apt-cache show gnopernicus

you will see that it:

Recommends: gnome-mag

and states

 To enable the magnification feature you must also install the optional
 component gnome-mag.

in its description. The consensus was, that gnopernicus has enhanced features
with gnome-mag, but does not strictly require it.

I will mark the bug as WONTFIX, if you disagree, feel free to re-open.
