Default to using /tmp instead of $HOME for BACON_SOCKET_DIR

This patch defaults to /tmp instead of $HOME for sockets.  Of course, by
residing in /tmp, there are security considerations; so, this patch also adds a
random integer to the end of the socket filename, and checks to make that the
socket is owned by the effective user.
