I think the problem that you are not able to select the Manufacturer is the fact
that Konica is not present by default.
I think the list of manufacturers is only read from ppds at startup of
gnome-cups-manager.

Could you try the following:

* sudo rm /usr/share/model/cups/km_en.ppd
* remove your printer in gnome-cups-manager
* restart gnome-cups-manager
* Add printer
* "Install driver..." and select the ppd, click apply
* remove your printer in gnome-cups-manager
* Add printer
* Add your printer again by selecting Manufacturer Konica
=> Is the Manufacturer/Model/Driver listed now?
* remove your printer in gnome-cups-manager
* restart gnome-cups-manager
* Add your printer again by selecting Manufacturer Konica
=> Is the Manufacturer/Model/Driver listed now?
