Skipping the initial dialog is, in my opinion, quite a different matter from
disabling the rulers (which are a very visible part of the main UI).  I don't
think we should diverge in this respect unless there is a good reason (a few
extra pixels isn't enough).  Users who want them disabled can disable them from
within the gimp.
