this happened to me after upgrading breezy yesterday (jun 7).  it turned out
that the gnome-menus didn't overwrite /etc/xdg/menus/gnome-settings.menu with
the new version, but just added a /etc/xdg/menus/gnome-settings.menu.dpkg-new
file, so the gnome-settings.menu was referencing preferences.menu (which doesn't
exist), instead of gnome-preferences.menu.  using the dpkg-new file fixed the
bug for me.
