that's confusing 95% of the users with a question useful for 1% of sent mails.
Evolution does what "just work" with a non bugged mailer to receive the mails.
The right way is the fix the client rather than breaking evolution (and if you
know what an encoding is and want to force it you just have to user the right
chars on your mails). Upstream have enough bugs already, I'm closing this one a
NOTABUG.
