I did have this problem on a fresh install of Dapper Flight 2. At the time the
output of 
"gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd" was

layouts = [gb,fi]
model = 
options = [grp grp:alts_toggle]
overrideSettings = true

However, after having played around with the keyboard preference dialogue and
the panel applet and having caused the gnome-settings-deamon to crash (a
dialogue appeared telling me that it had been restarted too many times and would
be restarted when I next loged in) I am now unable to change the layout.  

The panel applet does not change when clicked on.  If I right click on it and go
to groups it gives UK and Finnish layouts as options but refuses to change when
the non-used layout is selected.  Using the keyboard preferences dialogue I can
ostensibly change the layout -- the applet says that it has changed and the
output of "gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd" becomes

layouts = [fi,gb]
model = 
options = [grp grp:alts_toggle]
overrideSettings = true

but when I type something the layout is still British.  Is this better raised as
a second bug?
