This very much sounds like #14495 and even more like #20741.

Can you please try something? Please do

  sudo sed -i '2i\exit 0' /etc/dev.d/block/hal-unmount.dev

(i. e. insert 'exit 0' as the second line in /etc/dev.d/block/hal-unmount.dev)

Does that help?
