When the Applications menu is clicked, it is rendered and then disappears 
being replaced by an empty menu. The Places and System menus continue to 
work normally.

Note this is not the same as described in bug #11256

This behavior began with gnome-panel version 2.13.2-0ubuntu3 and remains 
after upgrading to 2.13.3-0ubuntu2.

The very first time a user clicks the applications menu, it is displayed
for a number of seconds. If the user is quick, she may be able to navigate
the menu a bit and click an item before it disappears, leaving a "stub" behind. 
The "stub" is a small grey box at the top, left corner of the screen (I'll 
try and attach a screenshot).

The amount of time the Applications menu is visable/usable on the first click
varies... sometimes it is less than a second, sometimes several seconds.

Subsequent clicks on the Applications menu cause it to be quickly rendered
and then disappear leaving the "stub". There is no time to navigate the
before it disappears.

Killing the panel does not solve the problem. The panel restarts and exhibits
the same behaviour as AFTER the first click (ie. no delay before disappearing).

This bug affects all users of the system, including users created after the
bug appeared.

Right-clicking on the Applications menu and clicking "Edit Menus" does
start the Alacarte Menu Editor, which does show the menu categories and
items correctly. 

Note that the menu was never editted before this behaviour began, and 
editing the menu (for example, unchecking a particular menu item) does
not cause the menu to remain visible after clicking.
