I saw this error too (I'm running Dapper with everything up-to-date as of this
morning).  I looked in .xsession-errors and saw that gnome-panel reported an error:

Failed to resolve, or extend

deskbar applet had been removed in a recent update.

When I reinstalled deskbar applet, then everything worked again.
