[Bug 20912] Empty "Question" blocks gnome-panel

I managed to open a terminal and here is some output I found interesting:
jeff at ubuntu-desktop:~$ killall gnome-panel

I did apt-get remove fast-user-switch-applet and that is likely my problem.
However, this should *NOT* be a fatal gnome error and it is. With the applet not
present, the panel freaks and absolutely does not work.
Reinstalling fusa fixed this problem, but I think this ticket should stay open
as a missing applet cripples gnome to a newbie user.
