I'm using Breezy Colony 3.

Smeg at the present moment does not allow the Places or System menus to be
edited. If that is the intended way for Smeg to work, then right-clicking on
Places or System on the panel should not present the user user with a context
menu that has an entry called "Edit Menus".  This is misleading because the
context menu should only show actions that are permissable in some state. It is
also misleading because of the plural use of the word "menu" as it gives the
user the impression that there is more than one menu that may be changed.

If the Places and System menus are actually meant to be modified by Smeg, then
this bug can be closed and I'll report a new bug on Smeg itself.
