Sorry, accidentally submitted before completing the bug report.

I'm not sure what this dialog is for but it either needs to be eliminated
completely or cleaned up *a lot* to make it clear to the user what is being
asked. If three different options are presented, they should each look
different.  If they are all the same, one should be picked automatically to
avoid distracting the user.
