Well sure, it's not a "bug", but it's very annoying, especially because in Hoary
I don't have this problem, I only get a reasonable delay, which can be expected,
and accepted, with such big e-mails.
Sure, I don't receive that kind of e-mails very often, but I do, and will
probably keep getting them every now and then, just because most people I know,
don't have a clue about computers, and just can't be expected to resize the
pics, nevermind FTP them to the web space their ISP offers them. 
I don't know why it's much faster in Hoary than in Breezy, but here my thoughts
about what( could be done, maybe :

When Evolution receives mail in the background, it could :

1) check if a message is likely to cause problems, by looking at the size of the
attachments, and whether or not they need to/will be thumbnailed. A bit like
Nautilus that can be set to thumbnail only if pics are SMALLER than xMB,
Evolution could thumbnail only if the sum of the pics needing thumbnailing in a
single message is LARGER than xMB. This could be either hard coded (with a limit
of say 1 or 2MB), or have an option in the Preferences dialog, like Nautilus.
2) if such a message has been received, then the attachements/pics should be
thumbnailed in the background automatically, so that when the user sees the
mail, Evolution reacts instantly when the user click on the message's title to
view it.
3) Once the thumbnails for these large pics have been computed, they should be
cached, to RAM, then to disk, until the message is deleted, and the trash emptied.
