The at-spi packages are missing two shared libraries that get built and are
placed in /usr/lib/orbit-2.0. Oneo of these libraries is for use with
accessibility in GDM. The other is for use with the ORBit libraries for
accessibility, and is needed by various GNOME accessibility tools such as orca.

Adding these files to the debian/libatspi1.0-0.install file, and the .la files
that are also built into the debian/libatspi-dev.install file resolved the
problem for me on a rebuild of the source package.
