    - leapseconds: Update notice from IERS (change to commentary only)
    - northamerica, zone.tab: Replace Juneau with Juneau, Sitka, and Metlakatla
    - southamerica: For Chile, delay end of DST in 2011 from March 12th to
      April 2nd
