   * d/rules: Skip tests as they don't run and results where being ignored.
   * d/control: python-django-openstack - update description, move to section
     oldlibs for transitional packages.
   * d/*: Wrap-and-sort.
   * d/control: Drop BD on python-d2to1, merged into python-pbr.
