iperf3 dependency needed for plainbox-provider-checkbox

I'm going to go out on a limb here and suggest that the line should be
a "Suggests" rather than "Depends"...

I could be wrong though.  I'm also moving this to checkbox-devel, zyga
is busy these days and maybe someone else from that team can help
solve this.
