LaidOutSystemVolumeFromGadget; rename too
- overlord/devicestate, sysconfig: do nothing when cloud-init is not
present
- cmd/snap-repair: filter repair assertions based on bases + modes
- snap-confine: make host /etc/ssl available for snaps on classic
