I don't think the reference is really needed (otherwise the temptation
comes to add it to every release notes entry), but have no strong
objection to it being there.

Personally, I'd find it helpful at least if the issue numbers listed in
the release notes were links. Especially for bug fixes, where the
description tends to be fairly cryptic.<br>
