London mini-sprint report

Wth some travelling possible again, I've spent the week at Jelmer's,
and we had the last couple of days for some hacking on free software
bits and breezy.

Part of the sprint goal was some experimentation with rust
integrations, tackled from both ends. We've got a build using PyO3 and
setuptools-rust working, the `brz` entry point implemented as a rust
binary (which needed some easy_install exorcising) and the start of
rio implemented as a rust module.
