Dropping Python 2 support from Breezy

Python 2 has been end-of-life since the beginning of the year. Many
libraries are starting to drop support for Python 2, including some of
the libraries that Breezy uses - e.g. testtools.
I'd like to consider dropping support for Python 2 from the next major
release, Breezy 3.1.
If you still need Python 2.7 support in Breezy, please let us know.
