Breezy Beta 1

The second alpha doesn't seem to contain any brown bag issue, so I
think we're ready to prepare our first beta.

The references in the documentation to Bazaar have mostly been
replaced with Breezy. There are a handful of broken links on the
documentation page (https://www.breezy-vcs.org/doc) but those can be
fixed as we come across them.

It would be great if we could land the outstanding merge proposals
before releasing beta 1, maybe around the 16th? With a bit of luck we
could then release 3.0.0 before Debian's freeze in January (but that
may be a bit optimistic).
