Yes, it's usable. At this point, Breezy is just Bazaar with the
following changes:

* Many existing bugs fixed (https://launchpad.net/brz/+milestone/3.0.0)
* Deprecated APIs removed
* "Bazaar" renamed to "Breezy" everywhere
* Many plugins bundled
* Some parts made compatible with Python 3

This means that:
* Breezy should be as stable as Bazaar, if not more stable
* Breezy uses the Bazaar formats, it doesn't have its own.
  repositories touched by Breezy can still be opened by Bazaar
* Bazaar plugins don't work with Breezy, and need to be ported
