Windows installer for bzr 2.7.0

Hi!

What exactly are the requirements for building the Windows installer? After
a brief look into the bzr directory I failed to find build instructions.

Ok, running the Makefile suggests some kind of 'make' should be available.
Is an installation of MinGW sufficient?

Furthermore, the 'iscc' command seems to belong to Inno Setup, and
obviously Python2 is needed. I would try to obtain these by chocolatey.

Additionally, the older standalone installers included several GUI add-ons
such as Bazaar Explorer, qbzr and TortoiseBzr. Any idea on how to
accomplish this?
