Windows installer for bzr 2.6

Hi all,

Sorry for missing the previous email, been busy and finals are soon! But
I'm glad to see that the installer works for the most part, and especially
TortoiseBzr, as that was the hardest to get to compile. I was also
wondering if including the visual studio 2013 c++ redist binaries were
going to cause problems, but apparently its not, so that is also good!

And what exactly is missing? All of the docs or just the user reference?

So far i have these things that need to be worked on:

* PO files are not being compiled right
* user reference missing (other documentation missing?)
* actually commit updated script so other people can do it , add notes
