Windows installer for bzr 2.6

Sorry for the delay.  I've tried the installer now.  It looks and
works OK, with one gotcha: the "Core documentation" Help file doesn't
include the "Bazaar User Reference", which means there's no reference
documentation of the bzr commands.  The last beta (and all the
previous releases) did include that.  I hope I didn't miss anything.
