Windows installer for bzr 2.6

We use gettext to do the internationalization. I'm guessing we could run it
on a non-windows platform, have the .po files available and just use them
during the build. I don't *think* they need to be built specifically on
Windows, they just need to be up-to-date to have all the i18n strings.
