Bzr maintenance.

This has mostly been driven by private conversations with Richard
Stallman, Vincent, and myself. RMS was concerned about the level of
activity and wanted someone else to be the official GNU Maintainer. We
should have probably discussed it more in public, but Richard and I
have been discussing handing over the work to do official maintenance
for bzr.

Specifically, the idea is that we still have a community, Vincent and
I can contribute technical expertise where we can, but we can have
someone else actually doing the managing, recruitment requests,
driving releases, etc.
