Commit.start_commit hook

Hello all,

Once I've got an idea to create the bazaar plugin similar to the git
one, which stores the developer webcam image during the commit. Just
for fun, you know.
Investigating the API, I've found that there's no way to influence the
metadata during the commit, so I've created the hook for it [1].
Since the merge request is in the pending state for the last two
months, I'm trying to modestly remind about it :)
Today I've added a little more info, one test for the hook and link to
the PoC [2] to the merge request.

If one supposes, that this hook isn't useful, that I should implement
my plugin in some other way, or that I should choose some other
place/name for the hook, let me know, please.
And any other comments are welcome, of course :)
