Unsubscribing ~bzr subteams from bugs, merging ~bzr-core into ~bzr

That doesn't make sense to me to remove devs from bug subscriptions. As
a dev, if you don't care about the bugs, you shouldn't join in the first
place.

I've removed ~bzr from ~bzr-upload-devs though.
