This problem is bigger than Windows 7, etc.  It is a fundamental problem that bzr (and/or friends) goes poking its nose where it was not asked to poke it and then whines that it cannot do what it is supposed to do even though it decided all on its own to go somewhere it is not allowed to go.  It pokes those bad places even when the user explicitly ignores the locations it should not go!
