nc: plugin for native colocation

Hi all,

I'm starting to play around with the new native colocation support in
Bazaar.  Unfortunately, lots of commands still need a file: url to
address colocated branches.  So I wrote a tiny plugin to convert
"nc:NAME" to the appropriate file URL.
