No, it means that somebody who is willing to put in extra effort and
shoulder some risk for one reason or another can expect to get
reasonable performance (feature completeness, stability, time and
space efficiency) in a production environment at the expense of
(usually) documentation and (occasionally) stability. Beta usually
also implies some effort to document and provide workarounds for known
instabilities.
Release candidates have no remaining bugs scheduled to be fixed in the
release and should have full documentation.

I don't have any trouble with that, although I understand Matt's idea
that there should be a release scheduled that the betas are targeting.
I don't agree with it, but it's certainly an arguable position.
