I agree with that for Mercurial -- our normal counter-argument is that a
developer that is afraid of opening a config file is like a doctor that
is afraid of blood :-) But it just looks nicer for new users.

Which of the systems require that?

Running 'hg resolve' will no longer do that... but it used to happily
start your merge from scratch and we got many complaints about that.
