I've determined that there are ~450 projects whose development focus
is not in 2a, but has been updated in the past year.  Many of these
may be in older formats due to inertia, i.e. the branch was created
before 2a was the default.

There are ~20 projects *created* in the past year whose development
focus is not in 2a.  These don't appear to be cases of inertia, so
they may be deliberately using old formats.  I've emailed the project
owners for comment.

So far, I haven't been able to locate logs for the lp: directory
service backend, so I've been unable to determine what Bazaar versions
are commonly used with Launchpad.  (If that's even logged.)  I plan to
ask Jonathan Lange about that on Monday.
