Yes, you can put it into <http://wiki.bazaar.canonical.com/Specs>.  I
would suggest (but it's up to you) basing it on the template from
<https://dev.launchpad.net/LaunchpadEnhancementProposalProcess>,
because that has had a lot of success in avoiding scope creep,
bikeshedding or premature implementation details.
