Should Launchpad pre-fetch tagged revisions in preparation for bzr 2.4

I did start putting something like this together. I ran it against gcc
branches, and none of the missing tags were found.

My guess is that the SVN import was done somewhere else. Do we have
access to that location? Does anyone?

If the tagged revisions aren't available, then maybe it doesn't matter,
and we should just help them nuke tags that don't point at available
revisions.
