The announcement for 2.4b1 included this:

and the Launchpad page for changelog_merge
(https://launchpad.net/bzr-changelog-merge) says:

  The changelog_merge plugin is included in bzr 2.4. If you have an
earlier version you can install it with:

      bzr branch lp:bzr-changelog-merge ~/.bazaar/plugins/changelog_merge

However, at least on Windows changelog_merge is nowhere in sight:
