As a user reading those notes, I would be happy if the
developer-oriented news were merely in a separate section.

I think it's not worth the overhead (and potential risk) of having yet
more places for developers to update.

Another possibility there is to ensure that the news for any release
aggregates all news since the previous “users should download this”
release.
