[PA] Elite members and priority queues

Hi,

My name is vila and I've been your Patch Pilot this week.

One more Bazaar Airlines flight on time ! [1]

During this flight we went above some interesting landscapes:

Commit for which Jonathan Riddell gave us a new hook to massage the
message in various circumstances.

Export for which Geoff (whose first name is still a mystery to me ;)
gave us an epic dance with PQM but finally landed a generator based
implementation which should make export easier to use for loggerhead and
also allow other interesting tricks...

Fetch for which Andrew gave a interesting guided tour available in
doc/developers/fetch.txt.

Test for which various people gave us tweaks I won't spoil here ;)

A dominant North wind made our trip a bit shorter than expected so we
miss two sites but I've been told they'll be part of our next flight:

Locks for which Martin (acting locksmith) almost gave us some way to
steal the most annoying stale ones.

Merge for which Aaron almost gave us the ability to merge in empty
trees. What do you mean this is useless ? Of course it's not ! While
bzr didn't support for too long, This proposal did some critical brain
surgery you'd be amazed to look at...

And now for some news about our priority queues. There has been some
discussions about patch discrimination. This is a serious topic and
Bazaar Airline being an equal landing opportunity company, let's have a
look a gain at the following graph:

We clearly need to do better for our WIPs. While the graph shows only a
slow increase in the WIP queue, it's unacceptable to leave so much of
our Elite members without more exposure.

So, if you're the happy owner of one of them: Ring The Hostess. There is
a convenient button labeled 'Request A review' for each of them, so
nominate bzr-core or anyone you think is appropriate for your case. This
will trigger emails with an up-to-date diff. This is handy when you've
pushed more revisions and want to provide the reviewers with a refreshed
status of your proposal to look at. If you're still thinking about how
to progress before asking for a new review: Ring The Hostess anyway and
we will propose you a choice of refreshments. Our crew has received
instructions to take additional care here so we firmly hope to reverse
the trend: this graph should go down !

Some news of old friends: if you flew with us lately, you may remember
Jelmer's hard work on aligning the foreign plugins. This starts showing
