[ANN] bzr 2.4b3 has gone gold

Is there paramiko in lib/library.zip?

Does it work if you set BZR_SSH to point to plink.exe?  (If you never
tried that, you will also have to configure a PuTTY session for
bzr.savannah.gnu.org.)
