bug? find_branches or find_bzrdir tries to open all files as bzr locations

I imagine the Branch code is doing more filesystem calls than it is
supposed to be doing, so I'd run strace to see how many calls we're
actually getting.  If that didn't explain it, I'd try running with
- --lsprof-file, and figuring out why opening branches is taking so long.
