Changing default for “remember” (was: [RFC] I want to disable submit_branch on my computer for all branches. How can I do that?)

Oof. I find that the “default to remember on first use” behaviour makes
Bazaar easy to teach. The change you propose will make that dependent on
which version of Bazaar people are running.
I assume now the the ‘--remember’ option will be what's needed in order
to get the same behaviour. Does that option work on all applicable
commands?
If I were to tell newcomers to use ‘--remember’ no matter what version
of Bazaar they're running (now or in the future wonce the default
behaviour changes), will it work the same for all of them?
