bzr-beta needs bzrtools and bzr-svn updates

If I try to upgrade bzr to 2.4b2 from the bzr-beta PPA, it wants
to *un*install bzrtools and bzr-svn.

The latest versions of those plugins that are available in
bzr-beta require "bzr << 2.4~", which I presume is the problem.
FYI, those are the only two such packages; any others that impose
a maximum bzr version all say "bzr << 2.5~".
