The decision to move to Python >= 2.6 for Bazaar 2.4 means that the ~bzr
PPA for hardy will now not be receiving any newer release series, only
any 2.3.x maintenance releases.

Given the reduced maintenance effort implied by this, we might as well
keep the PPA supporting hardy with a 2.3.x release for the remaining
lifetime of hardy.
