Bug and question about branching an SVN repository

I tried to branch the tip of bzr-svn but it complained:

Unable to import library "subvertpy": bzr-svn: at least subvertpy 0.8.0 
is required, 0.7.5 is installed.
Unable to load plugin u'svn' from u'C:/PrgCmdLine/Bazaar/plugins'

Not sure how to solve this.
