I tried a very simple approach and just imported gettext into the
buildins.py. It would need to go somewhere central later on.
This is my code:

There are just two translated strings in my testing, and I got the
following result running 50 times "bzr st -h" in a clean branch:
trunk, revision 5813:
real 0m5.933s
user 0m4.880s
sys 0m0.960s
my i18n branch:
real 0m5.981s
user 0m4.896s
sys 0m0.948s
The results vary by maybe .02 seconds, so the performance decrease would
have to be measured again when there is more i18n done.
