Sure, in prose that's fine. The question I thought was being addressed
is: what is the meaning of “fix released” when applied to a bug report?

It seems clear to me that this should not entail a special meaning of
“released”, but should have the same meaning as when it appears in
“Bazaar version 2.4.3 has been released”.
